In addition to this CPU overhead, the bug is causing the permissions dialog to fail to display. And even if you yourself want to stop the explorer.exe process, it will not stop, since activates on many occasions independently without us knowing.
The Microsoft update team already knows about this bug, and in theory they are already working to fix it in a future update.
