The European Commission has just asked several major platforms, including YouTube, Snapchat and TikTok, to provide more information on how their recommendation systems work. This approach is part of the new European legislation on digital services (Digital Services Act or DSA) which aims to better regulate these algorithms. Although Apple is not directly affected by this request, the company is closely monitoring regulatory developments in this area.
YouTube, Snapchat and TikTok in the sights of the European Commission
In accordance with the DSA, the European Commission sent a request for information to YouTube, Snapchat and TikTok regarding the design and operation of their recommendation systems. These platforms must now adequately assess and mitigate the risks arising from these algorithms, particularly in terms of users’ mental health and the dissemination of harmful content.
YouTube and Snapchat must provide detailed information about the parameters used by their algorithms to recommend content to users, as well as their role in amplifying certain systemic risks related to the electoral process, civic discourse, mental well-being of users (addictive behavior, “rabbit holes”, etc.) and the protection of minors.
For its part, TikTok must provide more details on the measures adopted to avoid manipulation of the service by malicious actors and mitigate risks related to elections, media pluralism and civic discourse, which can be amplified by certain recommendation systems .
The three platforms have until November 15 to provide the requested information. Based on the evaluation of the responses, the Commission will decide on the next steps, which could include opening formal procedures. Fines are provided for in the event of incorrect, incomplete or misleading information.
What implications for Apple and its services?
Even if Apple is not directly targeted by this request for information, the company is concerned by the issue of regulating recommendation algorithms. Its services such as the App Store, Apple Music or Apple TV+ rely on this type of system to suggest personalized content to users.
Apple has long emphasized its privacy-focused philosophy. However, with the strengthening of European legislation, the Cupertino company could be required to be more transparent about the operation of its algorithms and to put in place additional safeguards to limit certain risks.
More generally, this initiative from the European Commission illustrates the growing desire of regulators to better supervise digital giants and their practices, with a view to protecting users.
